Os líderes das duas maiores guerrilhas colombianas, Forças Armadas Revolucionárias da Colômbia - Exército do Povo (FARC-EP) e Exército da Liberação Nacional (ELN), se reuniram secretamente em Havana com o aval do Presidente colombiano. As reuniões, que ocorreram durante o mês de abril, serviram como uma tentativa do governo colombiano de estender os diálogos de paz travados com as FARC também ao ELN. Em janeiro, o ELN havia afirmado estar disposto a dialogar com o governo e abandonar as armas.
